Tarl Knight is running for Green Bay City Council to serve you and Green Bay District 9, which includes the Astor, Downtown, Fort Howard, Marquette Park, Olde Norwood, Seymour Park, Shipyard, Tank, and Western Corridor Neighborhoods and the Broadway District, Downtown District, and Shipyard District.

Neighborhood Revitalization
As chairman of Green Bay Neighborhoods, Tarl has spent hundreds of hours supporting our city's neighborhood associations. Tarl supported over $75,000 in funding for street-level neighborhood improvement projects and revitalization initiatives. He has delivered on traffic signage, lighting, and park improvements throughout District 9. He has also attended neighborhood association meetings, painted park pavilions, distributed neighborhood newsletters, planted in community gardens, participated in neighborhood cleanups, and unveiled resource donation boxes with our neighborhood leaders.
Neighborhood Volunteerism
As a neighborhood volunteer, Tarl understands the impact neighborhood associations have on our community. In 2022, Tarl volunteered with his neighbors to reactivate Shipyard Neighborhood Association, and he volunteered with neighbors in 2025 to reactivate Tank Neighborhood Association. Since 2024, Tarl has also served with his neighbors in Seymour Park Neighborhood Association.
Affordable Housing
Tarl is committed to attracting affordable housing development projects to address the affordable housing crisis in our city and welcome people of all incomes to participate in our downtown. Tarl has proudly supported affordable housing in our neighborhoods, growth in our housing stock, and local nonprofit organizations who support Green Bay families in achieving the dream of owning a home. With his businesses, Tarl has raised funds and awareness for houselessness outreach and local shelters, including New Community Shelter, St. John's Homeless Shelter, Newcap, Safe Haven Pet Sanctuary, and Lucky 7 Dog Rescue, all located in our downtown.
Our Current Representation: Our current representative voted against neighborhood association funding. Tarl is committed to supporting and funding our neighborhoods. Tarl's opponent stood with out-of-town landlords in the recent fight to regulate short-term rentals and Airbnbs. Tarl supports regulating short-term rentals and Airbnbs to create affordable, long-term rental housing for Green Bay families. Tarl is committed to supporting affordable housing in our neighborhoods.
District 9 is home to Green Bay's Broadway, Downtown, and Shipyard Districts. Tarl will continue to advocate for district businesses and business associations and support incentives for entrepreneurship and new business development.
Advocating for Businesses
As director of the Shipyard District, Tarl understands the importance of City support in developing a business district. Tarl has volunteered thousands of hours with business and property owners to revitalize the South Broadway business area on Green Bay's west side. Since 2021, Tarl has directed Green Bay's biggest music festival, All Bands On Deck, which has resulted in over $500,000 in community investment and spending at district businesses.
Forming Green Bay's Newest Business District
In 2025, Tarl and district businesses achieved official status for the Shipyard District as Green Bay's newest business district. He has collaborated with district business owners to unveil street banners, benches, and bins along South Broadway and State Street and present pub crawls and regular live music programming to create a downtown destination.
Our Current Representation: Our current representative refused to support the official recognition of the Shipyard District and threatened legal action against district business leaders who attempted to revitalize the business area. Tarl was trusted and designated by his fellow business owners to direct the revitalization of the Shipyard District with them.
District 9 is home to Green Bay's busiest roadways. Tarl will continue to be a leading voice for road replacements and repairs in our neighborhoods and business corridors.
Reconstructing Shawano Avenue, Ashland Avenue & Mason Street Bridge
Tarl has been a leading voice in public meetings about the reconstruction of Shawano Avenue, Ashland Avenue, and the Mason Street Bridge in order to reconnect our downtown neighborhoods. Tarl supports Mason Street Bridge being reconstructed at ground level with improved neighborhood connectivity and traffic to downtown businesses.
Green Bay Traffic, Bicycle & Pedestrian Commission
Tarl proudly serves on the Green Bay Traffic, Bicycle & Pedestrian Commission to support creating a walkable and bikeable Green Bay. He supports streetscape improvements like sidewalks and bike lanes. He also supports a vision for Green Bay as a destination for bicycle and water tourism.
District 9 is home to the C. Reiss coal piles and the largest portion of developable waterfront on the Fox River in our city. Tarl is invested in completing the job of relocating the coal piles and redeveloping our waterfront.
During the 2025 fight to relocate the coal piles along the Fox River and invest in our port, Tarl knocked doors, circulated petitions, and spoke out at public meetings in support of a deal between Brown County leaders and C. Reiss. He urged neighborhood and business leaders to raise their voices for their community and organized community attendance at public meetings.
With the coal pile deal passed and the City of Green Bay's strategic purchase of key industrial properties, Tarl is committed to finally relocating the coal piles and remediating the sites in order to develop a public waterfront with mixed-use, downtown-style development and improvements to our working waterfront. Tarl understands the opportunities our Fox River waterfront holds for our community – creating new homes and jobs on the river, creating a westside river trail, attracting nautical tourism, and protecting our water, air, and land resources for our families.
District 9 is home to Green Bay's beloved arts and cultural venues. Tarl supports the City of Green Bay investing in arts and culture to promote tourism, community, and spending in our creative sector.
Investing In Our Creative Sector
As owner and creative director of The Tarlton Theatre, Tarl has presented hundreds of free and affordable concerts, films, and festivals for Green Bay families. Under his leadership, Tarl has created $2+ million in arts and cultural investment in our Green Bay creative sector. He understands the impact of the arts on building community. In 2022, Tarl formed partnerships to bring the Green Bay Film Festival and Green Bay Jazz Orchestra to our downtown. In 2022, Tarl formed a historic fine arts and cultural partnership with the University of Wisconsin-Green Bay and The Weidner, "The Weidner Downtown At The Tarlton". Tarl and his venues have proudly hosted Green Bay Jazz Fest, Green Bay Fringe Fest, UntitledTown Book & Author Festival, and dozens of other Green Bay arts and cultural offerings.
Keys To The City
Since 2024, Tarl has presented Keys To The City, a sculptural piano painting festival in which he donated a dozen pianos to Astor, Downtown, Fort Howard, Marquette Park, Seymour Park, Shipyard, and Tank Neighborhoods for children to play in their parks. The festival will return in 2026.
Grooves On The Green
In 2025, Tarl co-directed Grooves On The Green, a concert series in partnership between The Tarlton Theatre, Green Bay Neighborhoods, and the City of Green Bay which brought local, original, live music to green spaces in inactive neighborhoods across the city. The concert series will return in 2026.
Green Bay is greatest when our city works for all of us. Tarl is committed to continuing to create a Green Bay for all.
As a working-class resident and business owner, Tarl understands the priorities of our working-class families and the challenges of our local businesses. Instead of working for wealthy developers or investors, Tarl is running for all people across District 9 because it's important we all have the same opportunity at an improved quality of life.
Protecting Our Public Schools, Libraries, Museums & Unions
Tarl is the only candidate in District 9 who has a proven record of speaking out at public meetings in support of our public schools, libraries, museums, and unions. He is proud and outspoken about protecting our community's valuable assets, including publicly supporting funding for the Neville Public Museum and funding for the Green Bay Area Public School District.
Green Bay Pride
In 2025, Tarl organized Green Bay Pride with community leaders in response to threats against our LGBTQ community. Tarl understands the importance of celebrating and standing in solidarity with our LGBTQ community. Tarl and LGBTQ community stakeholders will hold Green Bay Pride in our downtown, located at the heart of District 9, to provide visibility, celebration, and connection for our community.
